Associate file extension with an App in Windows 10 (10.0.11941 Build 19041)

Regardless of access level (e.g., Administrator or general user) I'm unable to associate any of the file types with any of the applications installed on this computer.  When going to "Settings", "Apps", "Default apps", "Choose default aps by file types" the listings do appear, however, selecting the file type produces NO further action and DOES NOT allow associating with an app.  This problem seems to reappear after every major update!  I really dislike to have to keep rolling back to previous versions, so does anyone have an alternative solution?

    I understand that you are having trouble associating programs with file extensions.

    Please check if the same problem also occurs by the procedure below or does it effect the association?

    1. Right-click on the file;
    2. In the context menu, click Properties;
    3. In the Properties dialog box for this file, click Change;
    4. In the top Recommended programs field, you see the programs that normally come into question to open this type of file. Mark the corresponding record by clicking with the mouse. Alternatively, you can also look for other suggestions in the Other programs field to find possible applications by clicking on the small arrow next to the separator line. But in general this is not necessary;
    5. Click OK. The assignment is changed immediately.

    Thanks Paloma.  Your solution has worked like a charm.  I don't know what's up with  MS and the lack of fixing the ability to use the Control Panel, but you've certainly given me a good workaround.  Bless you and stay safe.
