Fixed with today's update. Thanks, MS!
NOTE: I had to reboot twice after updating. So if anyone is not seeing the fix try a restart.

After updating to windows 10 (1607), I find that the clock speed of the CPU keeps to be 2.92GHz when plugged, and to be 2.47GHz when using battery. My surface pro 4 has a core i5 CPU. It seems strange because the clock speed of CPU should change with the workload in the Task Manager. Does anyone have the same problem?

Same here. My SP4 has i7 CPU, the clock speed stocks at 3.2GHz when plugged and 2.19GHz on battery.
I am having the same issue. :( i5 8gb 256gb model.
Chatted with Surface team and they said my device was "defective"
Hi, Kent
I tried to re-install the update and found that the CPU speed is normal at first. Then I restart the SP4, the speed increased again. It might be related to some bugs of the system. Everything is fine with the previous version of windows 10.
A friend of mine found a solution to the problem. Add the following to an empty text file and rename it as a .reg file:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\be337238-0d82-4146-a960-4f3749d470c7] "Attributes"=dword:00000002
Run the file, and reboot. Once your computer has restarted, go to settings>system>power&sleep>Additional power settings>Change plan settings>Change advanced power settings. You'll notice that there's an option to set boost mode for battery mode and plugged in mode, that turbo boost is disabled for battery mode by default, and plugged in mode is set to aggressive by default. You can change these settings to whatever you want.
