I have been struggling with this all afternoon but i think i have resolved the issue! If you login to your outlook/microsoft account (as an adult) and click family in the dropdown list, scroll down beyond the childrens’ accounts until you get to Manage My Child’s Profile Info (NOT Manage Permissions). Click this and then click manage this child’s access to 3rd party apps. Enable this and bob’s your uncle!
Enable 3rd party access to a child account
I am trying to enable access to 3rd party apps for my daughter's child account. When attempting to add outlook.com to Mail app on iOS, it is asking me to go to account.live.com/mk to enable 3rd party access to her account. when i go to that link, only 1 of my 4 children are on that page and she is not one of them so i cant enable access. I am not able to find where i can enable 3rd party access when i click on family and go to her account. that page is mostly windows 10 setting and nothing for 3rd party apps that i can find.

2020-04-26T21:03:08+00:00 After clicking the greyed Manage Profile link under the first list of children’s accounts described above by DaruisCavina, it asked me to sign in as one of my children, then it did not present a list of all of them to edit.
When I repeated the process and signed in as myself again (parent account) I had a list for changing the 3rd party permissons for all the children’s accounts
