How do I turn off FIPS in Windows 7 Home Premium

I have been trying to install IBM SPSS Data Collection 6.0 and have had issues with encryption.  IBM say I need to turn off FIPS in Windows but I cannot find it.

    As you want to disable the FIPS try these steps and check:

    Important: This section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. For more information about how to back up and restore the registry, click the following article number to view the article in the Microsoft Knowledge Base:

    Back up the registry:

    a. Click Start, type regedit in the start search box and hit enter.

    b. In the registry editor navigate to

    HKLM\System\CurrentControlSet\Control\Lsa\FIPSAlgorithmPolicy\Enabled

    c. This registry value reflects the current FIPS setting. If this setting is enabled, the value is 1. If this setting is disabled, the value is 0.

    d. To disable it double click on the file and select 0.

    e. Restart the computer and check.

    This solution fixed my error!!!  My Windows 7 PC could not remote desktop (RDP) into a Windows XP workstation.  I must of enabled FIPS at one time and didn't realize the impact.  Setting value to 0 fixed this issue.  Failed attempts to connect to the XP workstation generated event id #50 DATA ENCRYPTION error.

    nearly every time I turn off my laptop, I am told to disable fips, where do I begin ?
