I had the same problem. I found out that Notepad became an optional feature in v2004. You can install it by using Settings>Apps&Features>Optional Features>Add a Feature.
Notepad missing in Windows 10 v2004
Hi, today I wanted to use the notepad for a task and found that it is missing from my computer.
Steps did so far:
1) opened the file explorer and entered "C:\Windows\System32\Notepad"
2) opened win+R and entered Notepad.
The following error message pops up.

I think you might need to add .exe on to the end of your otherwise correct path, ie "C:\Windows\System32\Notepad.exe"
Also - browse to that folder and make sure you can actually find notepad.exe, it's definitely still included in v2004.
If it's missing you could trying running "SFC /SCANNOW" from an administrator command prompt to check your system files are in order.

2020-06-12T21:04:40+00:00 Thank you for your reply. DISM is messed up in version 2004 and it doesn't help. adding .exe to the path doesn't open notepad. Planning of a clean install now. It may be a virus that removed some programs.
