Windows 11 Upgrade Fails

I click on Update to Windows 11 from Windows Update. The update runs to 90% or over then it just crashes. No error message no update failed, I just exit back to the desktop. The event log shows that the installation reports exception code 1. I ran DISM and SFC with no reported issues. I downloaded the Windows 11 ISO and ran setup as administrator. Again the installation proceeds until 91% then it crashes with no reported error. The event log shows:

Again DISM and SFC show no problems. The health check app states my PC is compatible with Windows 11.

During installation I'm running Windows virus checker and not a third party.

Once done, kindly turn off your anti virus program for the meantime and run the update again.
