Windows 10 stuck on infinite restart loop

So I have a laptop ,yesterday I did a full reset and clicked "Remove evertyhing" ,the problem is , when it started installing windows 10 ,its stuck at 64% and non stop restarting, it has be doing it for whole 5-6 hours.

I tried hard shut down multiple times ,nothing.

What should I do?

    Force shut down doesnt work ,it just keeps rebooting . It just show the progress for about 2-3 seconds and shuts down and restarts. Is there any other way to acces safe mode?

    Kindly try the following methods to fix the issue:

    1-Force the computer to shut down 2 times until you get windows Troubleshooting > Advanced Options > Startup repair.

    Or, If you have a restore point, perform a system restore.

    2-If it did not help, start your computer in Safe Mode:

    if you could log in with Safe Mode, open CMD as administrator > Type these commands and hit enter:

    DISM /Online /Cleanup-Image /RestoreHealth

    Once it finishes, type this command and hit enter:

    sfc /scannow

    Then, restart your computer and check to see if you are able to log in or not.

    3-If it did not help, create a bootable USB of Windows 10 and boot your computer with the USB:

    On the installation window, click on repair.

    After that, check if it fixed the issue or not.

    4-If the issue is still unfixed, perform a clean install:

    Be noted that you have to install the same Windows edition that was running on your computer in order not to face Windows activate issues.

    I have a usb with windows 10 ,but how do I install it when it just restarts every 2-3 seconds and i cant do anything.

    It boots up ,shows the acer logo, the windows logo, than it shows the progress of the windows 10 installation for 2-3 seconds and restarts. It was already removed from external devices and the battery cannot be removed .

    Thanks for the update.

    Does your computer turn off when you enter BIOS?

    If possible, remove the hard drive from the laptop, put it in a hard disk enclosure, connect it to another computer, delete all partitions from Disk Management.
