"continue where you left off"

I have selected the "continue where you left off" settings option of MS Edge, but I still get a new tab when starting edge.  

ALSO: I use both the Chrome Browser and Edge. I use Edge exclusively when programming my embedded system project. I DO NOT WANT TO HAVE ALL MY SAVED LINKS SET TO EDGE!!! This will spoil the usefulness of Edge for me. However, Edge keeps asking, even when I keep saying NO.  This may be related to the first problem above.

Microsoft: Please do not have your software "argue" with the intent of your users. Right now, my use of Edge and Chrome suits me perfectly. The Edge app, and you by proxy, should just accept what I want to do on MY system.  

For context: I'm also using your "group tabs" experimental feature, which is VERY USEFUL. Perhaps this is also somehow involved in creating my problems.

    In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

    • What is the Version and Build of Windows 10 installed on the PC? (Type winver in Windows search/Run command)
    • What is the version of Edge installed on the PC? (Open Edge > click on (…) dots from top right corner > click on Settings > Click on About Microsoft edge from the left pane).
    • Are you aware of any changes on the PC prior to this issue?

    We would like you to reset edge and then set “continue where you left off” in Edge settings


    Reset Edge

    1. Open Microsoft Edge
    2. Click on the three dots (…) from the right top corner.
    3. Select Settings from the drop down and click on Reset settings from the left pane.
    4. Select Restore settings to their default values.
    5. Relaunch Edge and check

    Disclaimer: This will reset your startup page, new tab page, search engine, and pinned tabs. It will also disable all extensions and clear temporary data like cookies. You favorites, history and saved passwords will not be cleared.
