Clarification on Sharepoint app bar

I've disabled the app bar with powershell because my company thinks it adds clutter and not much value, but the confused documentation implies it should only be active if a "home" site is set up (which we haven't done). Looking for a more succinct explanation of how the app bar works and under what conditions it will reappear (after 3/31/22).

I'm Diane, an Office Apps & Services MVP specializing in Outlook, and I’m happy to help you today.

The app bar is only on the Home site, correct.

The app bar has icons for the SharePoint apps - much like Outlook on the web has for the different Outlook modules.

I don't know if this large image will make it easier to see what the app bar is used for but its bigger and easier to see - each one of the buttons links to a different thing in SharePoint - files, lists, favorites etc.
