    Both, sort of.

    Word Pad is included in every Windows installation. It does not cost extra.

    Word online is free. Microsoft Word Online - Work together on Word documents

    Word online is not the same as the desktop application Word. I would not use it for anything complex.

    To add to what Charles has said, there is also another possibility: to get a one-time payment (perpetual) license of Office such as Office Home & Student, or Office Home & Business if you need the suite for commercial purposes and you also need Outlook.

    The perpetual licenses are not free, but you only pay for them once; they are not subscriptions.
