You did not read my message. As I have indicated, I have already done the two things you have suggested.
Disable USB Power
When I turn off my Windows 10 machine, USB devices remain powered on. I would like them to power off.
I have already:
- Disabled USB selective suspend
- Disabled Fast Start
- Disabled "Allow the computer to turn off this device to save power" on the Power Management of the USB Root Hub Properties, as well as on the Generic USB Hub Properties and the Intel USB 3.0 eXtensible Host Controller.
How is this resolved? Any help is appreciated.

Then you set all the things on Windows side which influence the behavior.
Check the mainboard configuration program and also the UEFI.
Example for gigabyte mainboard:

2020-09-21T17:25:09+00:00 Thank you for guiding me towards my bios settings. I have followed the manufacturer's guidance as it relates to bios config for disabled usb power when powered down and the machine is still sending power. I have reached out to them to inquire further.
Can you think of anything else that could be related?

I am a seasoned Windows expert with almost a decade in usage and support experience and hope to resolve your problems quickly.
1 - Go to Control Panel > Power Options > Change Settings Scheme > Change Advanced Power Settings > USB Settings > and deactivate Selective Suspension;
2 - Go to Control Panel > Power Options > Choose What Power Buttons Do > Activate Settings Currentlly Unavailable > scroll down to Shutdown Settings > disable Activate Fast Start.
