I found my answer there, thanks. There are two parts: first I need to disable Enhanced Session in the Hyper-V Connection window's view menu, then I need to disable Windows Hello in settings the first time it boots, as RDP does not support it.
Win 11 Pro on Win 11 Pro Hyper-V: no login prompt
I downloaded the Windows 11 Pro iso directly from Microsoft. I am using a retail generic key to install but not activate. I have guest extensions turned off. I use Hypr-V's connect to interact in all cases. Install is successful, I log in with a secondary account, all is well. Then I shut it down. I may or may not reboot the host machine.
This may or may not happen the next time I reboot the machine, it may happen on the second or third restart. Once it happens, it will happen on all future starts. The machine boots up at a different window size than when I could log in. The screen is royal blue with a texture pattern, power and adaptive widgets at the lower right, nothing else. Keystrokes do not open the login screen. Mouse clicks only affect the power and adaptive widgets; if I click one, clicks off the widgets do not remove focus from the widgets. Keystrokes are sent to the widgets.
At this point the VM is unusable. I have been through this cycle several times and have made no progress preventing this new and different BSoD. Any ideas what's happening here?
