They've officially removed it in windows 11 update !!
Windows 11 Keyboard trouble-shooter is missing
I am having issues with my 2023 ASUS Zephyrus Duo laptop crashing (no BSOD just a reboot) and then the built in keyboard no longer working.
The first recommended step is to run the Keyboard troubleshooter in "Additional Troubleshooters", however "Keyboard Troubleshooter" is not listed.
In System> Troubleshoot > Other trouble-shooters
I have:
Most Frequent
Audio
Network and Internet
Printer
Windows Update
Other
Background Intelligent Transfer Service
Bluetooth
Camera
Program Compatibility Troubleshooter
Video Playback
Windows Media Player
So my question is why is the keyboard troubleshooter not listed and how can I get it installed.
I have performed an in-place repair of Windows 11 but the problem persists.
OS build 22621.2134 Windows 11 Home 22H2
Thank you.

2023-09-03T07:26:29+00:00 Hello, Stephen T_1968
Welcome to Microsoft Community.
It seems like you're experiencing some issues with your Windows 11 laptop, and you're looking for the Keyboard Troubleshooter to help diagnose and resolve the problem. However, you've noticed that the Keyboard Troubleshooter is missing from the list of troubleshooters in Windows 11. First of all, can you please confirm that the built-in keyboard is not working, right?
In the release of Windows 11 Build 25276, the diagnostic tool Microsoft Support Diagnostic Tool (MSDT) will be phased out in 2025. A big reason to abandon MSDT is that this tool has been abused by hackers for remote code execution (RCE).

Based on the fact that your current device belongs to Asus, I recommend that you try to use MyASUS in WinRE provided by the OEM to test and troubleshoot the current device. This can determine whether the computer hardware is normal by self-checking the operating status of the system hardware. If the diagnostic results show that the components are abnormal, you will most likely need to return your hardware to the factory for testing. If the hardware detection results are normal, please try to boot into Windows' safe mode to troubleshoot driver issues. This mode calls a set of basic Windows drivers. Please follow the steps in the following article to enter safe mode. And watch how your keyboard behaves.

You are correct that the inbuilt keyboard stops working after a sudden reboot. Event Viewer only reports a kernel power critical and unexpected shutdown, no prior errors.
Once the keyboard stops working, the only option is to use either the onscreen keyboard or a wired keyboard connected via USB.
It is an intermittent problem in that it may occur every day or may not occur for a week, and then reoccur. Restarting the laptop does not help, but leaving overnight then rebooting always fixes it until the next time.
I will run the MyASUS RE tool as you suggest.
Thank you for your help.
