I realise that you have reinstalled the Microsoft 365 office apps but Outlook is not in the suite, you need to download classic Outlook and I will do my best to help you!

You can't open classic Outlook on a new Windows PC - Microsoft Support
- You can try to uninstall Office 365 on your device with the official uninstall tool .
Specific method is: open the following official article, find ‘uninstall’, and then follow the instructions of the steps to operate until you see the ‘uninstallation has been completed’, that your office 365 has been completely uninstalled, you can search in the search box, check whether the uninstallation is really complete.

Once the uninstallation is complete, follow the steps in the official article below to install Microsoft 365.
If it still doesn't work, you can contact Microsoft Online Support to confirm your M365 (Office) subscription version and whether it includes Outlook software.
- Open the website: Contact - Microsoft Support
- EnterOffice in the box below "We're here for you", click "Get Help", and then click "Contact Customer Support" below, (this status must be logged in to your Microsoft account, if you haven't logged in, you can follow step 3)
- In this section, you need to sign in to your personal Microsoft account
Note: You can only log in with your personal MSA, and you can't display the correct content when you log in with your company account.If the account cannot be logged in, you can use another account or create a new account to execute;
- Select "Microsoft 365 and Office" in Products & Services, select "Technical Support" as a category, and click Confirm
- You can select "Chat in a web browser and support specialist" to enter the chat window.
