There is such a program and it is via invitation only.
However, if you don't have a business relationship, such as a volume license purchaser or Azure services then I'd be warry.

Hi there,
I've been called by someone claiming to be a Microsoft representative. The call was passed to me via a switchboard. The person claimed he wanted to have a half hour discussion regarding a "Microsoft TAP program". I asked for email verification and left the call.
Since then an email has arrived in my spam folder from ******@microsoftpartnerresponse.com and the TAP recruitment desk.
I do not feel comfortable discussing information over the phone - particularly when the call was passed to me via a switchboard. I will not be following through with the discussion however I am interested if this is some kind of scam or not? Does this TAP exist? And has anyone had similar experiences?
As far as I am aware, Microsoft does not make home calls...
Thanks,
Chris

Hello Chris_1337
Thank you for participating in the Microsoft Community, I am Skypper G. I am an independent advisor, let me help you with this.
The TAP exists however you would need be member of this program previously through an Enterprise commitment with a Microsoft Account Manager.
For your scenario it looks more like an Scam phone.
