Windows 11 24h2 Fresh Install Major issues

So I had a fully functional PC with Windows 10 Home, had this for ever no problems, In the past few days my PC would not boot as i was in the middle of gaming and it shut off, I assumed something over heated, I was wrong. My Windows would no longer boot as it was stuck in a repair loop, Various BSOD messages kept appearing. Finally after 2 days of trying too get Windows 10 too install, I gave up, after stripping everything out of the PC and attempting too use all the components in another, Funny enough the M.2 that had Windows 10 on it and would no longer boot, WORKS in the other PC with the exact same hardware. Even after full wiping the SSD and reinstalling from the Windows USB Tool.

I have done everything imaginable at that point to fix the issue, Reset Bios, Installed Latest Bios. Nothing was working. Came to the point where I tried a W11 USB and it installed first try, So i went about reinstalling all my programs, At one point I tried installing sound drivers and they would not install properly, I then tried installing a game I play frequently and had the most difficult time, getting the game too run or connect to a server, I had updated everything at this point that I could ,and still was having issues,
I cannot install SteelSeries Sonar Properly and use that as my Audio Channel Mixer, I cannot get Realtek HD Audio Drivers to install properly.

Another thing I noticed while installing Windows 11 was that the imagery in the background behind the Install prompts was HIGHLY pixelated, all looked very glitchy and was a distorted green pixelated mess, The same thing is happening on YouTube, but nowhere else, Not in any video game, not while watching a video nothing, I've uninstalled and Reinstalled all drivers at this point completely wiping the PC AGAIN, too a 100% Fresh W11 install, It did it all again, and I've run out of options on google, I cannot find a fix, Everything has been updated VIA Windows Update, All OPTIONAL installs as well. Microsoft Edge keeps giving Crash Reports even after using the Edge Repair tool in the control panel as well.

GPU: Asus ROG 2080 Super
CPU: AMD Ryzen 7 5800x
Corsair Platinum Dominator Ram 3600 MHZ 2x16 GB
MSI X570 Edge Gaming Wi-Fi Motherboard
PNY 1tb SSD (boot)
Western Digital SN 770 500gb (original boot drive that corrupted and wouldn't repair)

IF anyone has any idea on how to fix these issues it would be more than appreciated, I've spent several days at this point trying to solve the matter and have no idea what else to do.

    I am still experiencing issues with Rufus. USB, no overlock on hardware, latest bios update and receiving

    “System_Service_Exception” error everytime it tries to load the Windows installer from the USB. This is similar too what happened when I tried reinstalling windows 10 from USB.

    As mentioned previously, have you tried downloading from rufus.ie? You need a USB drive.

    I've tried too download the ISO creation tool off of uudump.net and it will go through with the process and then tell me that PowerShell is not detected causing the ISO creation not too work. I've also now tried installing windowsappruntimeX64.exe from the Microsoft website and this instantly shuts down as the cmd/PowerShell prompt appears, Nothing is working. Windows Troubleshoot compatibility is now shutting down half way through loading as well.
