Windows 10 and 11: Unable to install Language Pack features

HI experts.  I'm having trouble installing Language Pack features in Windows 10 and 11.  The language pack itself installs, but not the features.  I've tried Chinese and Spanish.  See below. I've tried quite a few options from the web to no avail.

    Judging from your description, it seems that you can't install the features of the language pack, and you can try the following steps first.

    1. Network problems may also cause such problems to occur, try to change a network or replace the wired network connection for download and installation, and then check the installation again.

    2. Wuauserv is a Windows system service, which contains wuauserv.dll library. It is an important tool that can deal with Windows update feature. If there’s an issue with the Wuauserv, you may encounter the Windows 10 language pack error 0x800f0954.

    Therefore, you can adjust the Wuauserv settings to eliminate the error.

    • ****Open theRun window by pressing Windows plus R keys.
    • Type regedit in the window and hit Enterto open the Registry Editor.
    • Navigate to this location by following the path below.

    HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU

    • Then jump to the right side of the window and open the UseServer. If you cannot find the UseServer, right click the empty area to create it by yourself. Then set the value as DWORD (32 bit). Be sure that you rename this entry as UseServer.
    • Then change the Base to Decimal and set the Value Data as 0, click OK to save changes and exit.

    3. You can also try using the System Repair command.

    • Type cmd in the search box, and then right click the CMD to run as admin.
    • Then type the following commands one by one. After typing each command, hit Enter to go on. Dism / Online / Cleanup-Image / CheckHealth Dism / Online / Cleanup-Image / ScanHealth Dism / Online / Cleanup-Image / RestoreHealth sfc/scannow
    • Reboot your computer and check again.

    #2 fixed the problem for me. Apparently, my WSUS server is preventing the language pack features from installing. I do have the Language pack products for Windows 10 (I didn't see Windows 11) checked, but apparently they haven't downloaded to the clients.
