The equivalent of System Preferences in Windows 10 is 'Settings'

I have looked all over Windows and no where can I find anything close to System Perferences One place I read where I might find it was on a Menu Bar and click the Apple icon. I am running Windows 10 64 bit ISO. I been trying to get Ares to connect to the web and this was One way I read was to change the settings.

There are two Settings in Windows.
Control Panel
Settings app.
Control Panel is traditional one that is used in Windows 7, 8 etc. To open it, type in Control in Run dialog box. With every update, Microsoft is making difficult to access the Control Panel.
The Settings app is a redesigned control Panel. You would find almost all of the Control Panel Settings in Settings app, as per 1709.
To open it, Click Start>Settings(Gear icon).
