Downloads Being Blocked

Some time in the last few weeks, my computer has started blocking downloads.  It attempts to download, say, a program but then says “Can’t download – Blocked”.  No other information is given.  It doesn’t even indicate which program the message has come from.  The same thing happens whether I use Edge or Chrome.  I would try other browsers but I can’t download any.  I can’t even download Microsoft Safety Scanner.

I have tried many of the suggestions made on various websites but nothing has worked.  So far, I have tried,

running virus checkers

turning off the virus checker to eliminate this as a source of the problem

running the Download troubleshooter

turning off SmartScreen

running in safe mode

resetting the router

clearing the cache and history

running sfc

running dism

I am running Windows 11 Pro version 22H2 and Microsoft Defender Firewall is not active.

Any suggestions as to what else I could try would be appreciated.

    What I can suggest?

    Check your third-party antivirus software:

    If you have a third-party antivirus program installed, make sure that it is not blocking downloads. You can try temporarily disabling the antivirus software and see if you can download files after that.

    Run the Windows Update troubleshooter:

    The Windows Update troubleshooter can help identify and fix issues related to Windows updates. To run the troubleshooter, go to Settings > Update & Security > Troubleshoot, and select "Windows Update" under "Get up and running."

    Clear your DNS cache:

    Sometimes, your DNS cache can become corrupted and prevent you from accessing certain websites or downloading files. To clear your DNS cache, open the Command Prompt as an administrator and type the following command: "ipconfig /flushdns" (without quotes).

    Reset your browser settings:

    If the issue is specific to your browser, you can try resetting your browser settings to default. In Chrome, go to Settings > Reset and clean up > Restore settings to their original defaults.

    Check your download location:

    Make sure that your download location is set to a valid folder or directory. In Chrome, go to Settings > Downloads > Location, and make sure that you have selected a valid download location.

    Check your user account settings:

    Make sure that your user account has the necessary permissions to download files. Go to Settings > Accounts > Family & other users, and check the account permissions for your user account.

    Thanks for this but, as I said in my post, I've tried most of these things already. I did try flushing DNS but this has made no difference.

    Hi Ray, I am sorry to hear the first steps not helps.

    Could you provide more information?

    Are you using any third party antivirus?

    Any application of VPN software?

    Thanks again for your help. 

    As I said in my original post, I have tried downloading without any antivirus software loaded and I have tried in Safe Mode.  There is no VPN running.

    With the first link you showed it kindly offers a download to fix the problem.  Of course, if I could download that application I wouldn’t have the problem in the first place.  All of the other suggestions in that link I have already tried.

    I did try the suggestions in the video to make changes to the gpedit and this made no difference.  I then checked these with the suggested registry changes.  (Interestingly, using the registry editor I found that the gpedit route had changed the CURRENT_USER but not the LOCAL_MACHINE.  I therefore changed this registry setting in addition.)  Unfortunately none of this has made any difference.
