Failed to connect to a windows service....

When I turn my computer on then log into my user account with password the following happenes:

1:  A yellow lock symbol pops up in the task bar.

2:  A caution triangle w/ ! inside, tool symbol and a X to the right followed by a message reading;

     Failed to connect to a window service.  Windows could not connect to the Group Policy Client Service. 

     This problem prevents standard users from logging onto the system. 

     As an administrative user you can review System Event Log for details about why the service didn't respond.

Here is what I did so far..... Looked into this Event Log and didn't know what I was looking at therefore I did nothing with it I am also not sure how

I even got into this log.  I called my Advanced Tech Support people, they found problems and fixed those however I still have this windows problem.

I have other users and do not want to take them off of standard user.  I never had this problem before the new windows came out. 

While I was out my son could not get into his user account, he knew my password so he went ahead and got into windows that way. 

I don't know what he did and neither does he however I have been trying to get this fixed since November 05, 2012 at 10:00 pm. EST.

I am hoping you can help, even if it is to tell me to go and contact my Tech Support again.

    I checked the event log and there were no errors with eventID of 7000 or 7009.

    Hi Chere,

    Thanks for posting this question in Microsoft Community.

    I will definitely try and help you get the issue resolved; however please answer some basic questions for a better understanding of the issue.

    1.       Since when are you facing the issue?

    2.       Do you have any security program installed in the computer?

    3.       Are you aware of any changes made to the computer prior to the issue?

    You may try to boot into safe mode and check if you are able to login to all user accounts. Safe mode will start Windows 7 with a limited set of files and drivers. Start up programs do not run in safe mode, and only the basic drivers needed to start Windows are installed, follow the steps to boot the computer in safe mode.

    a. Restart the computer.

    b. Start tapping F8 key.

    c. You will get advanced boot option window.

    d. Select the option “Safe mode”.

    Additionally, also make sure that ‘User Profile Service is started and running.

    a. Click on Start-Run, type "services.msc", the click on OK.

    b. When the Services window loads, navigate to the "User Profile Service", the double click on it to open it.

    c. Make sure the "Startup Type" says "Automatic". If it doesn't, use the drop down menu to change it.

    You may also refer the steps from the link and check if it helps.

    I FOUND SOLUTION TO THIS PROBLEM!

    The crash of your computer during Windows Updates has caused that !

    I had this issue on my laptop since November, and it really bugged me.  I sifted through the event log and found the pattern of events that preceded the issue, and, probably, caused it.

    In short, the pattern is as follows: Windows updates run automatically as scheduled, and when reboot is initiated after the updates are finished, the computer crashes (probably during reboot sequence).  When it boots up, it reports that the last shutdown was unexpected, and the issue begins to occur.

    I spent 2 days trying to dig out a solution from the Internet, to no avail, until I came across this page.  It doesn't say anything about this particular problem, but it gives more information about SVCHOST process that starts many services, including Group Policy Client.  It looks like during reboot a vital registry settings were lost during crash and Group Policy Client "don't know" how to start.  Let me explain:

    There are two places to look in the registry:

    1. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services this path should contain gpsvc key (a folder), which is responsible for service parameters and configuration.  I found that the key was intact, so, you do not touch anything here - just check that the key exists.
    2. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SVCHOST This is the most important path you should look into, as it must contain the keys and values referred in the key #1.  Below are descriptions what must be present there.
    • There must be Multi-String value called GPSvcGroup. My laptop was missing it.  So, you should create multi-string value named GPSvcGroup and assign it value GPSvc.
    • Next, you must create a key (a folder) and name it GPSvcGroup - this key normally should be there, but, again, it was missin on my laptop.
    • Then open newly-created GPSvcGroup folder and create 2 DWORD values:
    1. First called AuthenticationCapabilities and you must give it a value of 0x00003020 (or 12320 in decimal)
    2. Second is called CoInitializeSecurityParam and it must have value of 1.

    Once you complete all steps above, reboot the computer and the problem will be fixed.

    I checked the registry for the files.  They were all there.  But I still experience the problem.

    Now what?????
