@IanH84I think throttling would only apply if you had on-prem mailboxes
anyway or were using centralized mail transport which does not apply to
your situation as described so I think you wouldn't get an out of date
throttle and wouldn't affect you if you did.
How can we force an update to the detected Exchange version? We
installed the March 2024 SU to our existing Exchange 2016 and the report
still shows an older version. We are going to be throttled then blocked
due to the inaccurate information. To be clear I'm referring to the web
