Gets an object representing a BlueprintArtifactResource along with the instance operations that can be performed on it but with no data. You can use CreateResourceIdentifier(String, String, String) to create a BlueprintArtifactResource ResourceIdentifier from its components. MockingTo mock this method, please mock GetBlueprintArtifactResource(ResourceIdentifier) instead.
