Initializes a new instance of the HostingEnvironment class.

The HostingEnvironment constructor initializes the HostingEnvironment object. The HostingEnvironment constructor is called only once by the application's ApplicationManager object. Calling the HostingEnvironment constructor more than once will cause an InvalidOperationException exception to be thrown.
