Provides class handling for the MouseEnter event when the user pauses the mouse pointer on the GridViewColumnHeader.

This implementation handles the MouseEnter event when the user drags a GridViewColumnHeader and its column to a new location in a GridView by using the mouse. To handle the event, the Handled property of the MouseEventArgs is set to true
