ToolStripButton.CheckState Property

Gets or sets a value indicating whether the ToolStripButton is in the pressed or not pressed state by default, or is in an indeterminate state.

The value assigned is not one of the CheckState values.
Set the CheckState to Indeterminate
when you do not want to set a default state.
