When overridden in a derived class, determines whether this MarkupProperty is an attached DependencyProperty.

true if the property is an attached DependencyProperty; otherwise, false.
Remarks
The default behavior is to return false.
When IsAttached is true, DependencyProperty is not null and PropertyDescriptor can be null, but is not required to be.
