New telemetry events from validating uploaded PTEs

Business value
Business Central validates per-tenant extensions (PTEs) when uploaded. To raise partner awareness of compatibility issues sooner, and to support apps being ready for the next major release to unblock customer upgrades, we now provide new telemetry signals from the validation process to provide insights into failures.
Feature details
The partner can get telemetry signals on PTE validation from the upload process, and can monitor these for visibility into compatibility with the next version—for example, to fix the apps and ensure that customers are ready to upgrade from an app point of view.
The telemetry signals are sent to both the tenant app insight and the PTE app insight accounts. We expect these signals to be in the Power BI telemetry app for VARs within the near future.
The new insights from PTE validation at PTE upload are:
LC0200 - Validation of a PTE submission has started. LC0201 - A diagnostic is reported for a PTE submission itself; for example, duplicate object Id. LC0202 - Validation of a PTE submission has completed successfully. LC0203 - Validation of a PTE submission has completed with errors. LC0204 - Validation of the main PTE has started. LC0205 - Validation of the main PTE has completed successfully. LC0206 - Validation of the main PTE has completed with errors. LC0207 - Validation of a dependent PTE has started. LC0208 - Validation of a dependent PTE has completed successfully. LC0209 - Validation of a dependent PTE has completed with errors. LC0210 - A diagnostic is reported during the validation of an extension in a PTE submission.
