Licensing

In this article we'll cover detailed information on licensing for Microsoft Dragon Copilot, including the type of licenses available, purchase options, and how to view licenses across your organization. You can also learn more in the Microsoft Dragon Copilot Licensing Guide.

Types of Dragon Copilot licenses

Dragon Copilot offers two license options. With a Dragon Copilot Per User license, users get the full set of capabilities including front-end speech (dictation), ambient recording, and generative AI capabilities for Dragon Copilot web, desktop, mobile, and embedded. The Dragon Copilot Flex license supports front-end speech per user per month, and the ability to add ambient recording and generative AI capabilities on a pay-as-you-go basis.

Purchasing Dragon Copilot licenses

Identify the type of billing account you have in Microsoft 365:

  • If you have a Microsoft Customer Agreement (MCA) or Microsoft Customer Agreement for Enterprise (MCA-E), contact your Microsoft representative to purchase licenses.

  • If you are a customer working with a certified Microsoft partner, contact your partner to purchase and manage your licenses.

Once the purchase is complete, you can start administering your licenses.

Note

If your organization is a first-time Microsoft 365 customer, either your partner or you and your Microsoft representative will set up your free Microsoft 365 subscription and free Entra account. If your organization is an existing Microsoft 365 customer, you might have multiple subscriptions and Entra tenants. Please work with your Microsoft representative to set up your organization in Microsoft 365.

License administration

Viewing your Dragon Copilot Per User license in Microsoft 365 admin center 

You can view your licenses per user at time of allocation or on the Licenses tab in Microsoft 365 admin center and see an aggregate view across the organization.

Once licenses are purchased and assigned to users, you can provision and configure Dragon Copilot in Dragon admin center. 

Note

The Dragon Copilot Per User license can be viewed on Microsoft 365. Dragon Copilot Flex (per user per month for front-end speech, pay-as-you-go for ambient recording and generative AI features) usage can be viewed on the Azure portal. Dragon Copilot Flex license (including pay-as-you-go)

Both Dragon Copilot Per User and Dragon Copilot Flex are purchased using the same channels. Dragon Copilot Flex provides organizations with Dragon Copilot's frontend speech capabilities on a per user per month basis. To use ambient recording and generative AI capabilities, use an Azure subscription to pay for only the features that are used. That is, the organization only gets charged for the ambient recording and generative AI features that are consumed or used by users within that organization.

Note

Dragon Copilot Flex offers frontend-speech capabilities (per user per month). To add ambient recording or generative AI, you can add them (pay-as-you-go) on an as-needed basis depending on the needs of your organization.

Add ambient recording and generative AI capabilities with a pay-as-you-go subscription

Prerequisites

  • Completed Microsoft 365 admin center Dragon Copilot Flex license and user assignment for licenses bought.

  • A new or existing Azure subscription: Create your Azure free account or pay as you go

    • You or your Azure administrator need the right permissions to create new Azure resources and register resource providers in the subscription.
  • Register your resource provider. Proceed as follows:

    1. In the navigation pane, go to Settings and select Resource provider. All resource types under that subscription are listed.
    2. Search for Microsoft Health Platform and register the resource provider.

Set up

  • Set up your Azure subscription in the Azure portal. For more information, see: Create your Azure free account or pay as you go

  • Create a new environment in Dragon admin center (or use an existing environment). For more information, see: Environments

  • Create a resource group in the Azure portal. For more information, see: Create resource groups

  • Create a billing plan in Dragon admin center: A billing plan creates a link between your environment and your Azure subscription. The billing plan automatically creates a new resource in Azure called Health platform which accrues usage charges once features and capabilities are used by users as part of the Dragon Copilot app. To add a billing plan, do the following:

    1. In the Management section of the navigation pane, select Billing plans.
    2. Select Add billing plan and name it.
    3. Select your Azure subscription and Resource group (where your Health platform resource was created).
    4. In the Cloud for Healthcare solutions list, select the Dragon Copilot app for which the corresponding meters are applied in the billing plan.
    5. Select Save.
  • Associate your billing plan with your environment in Dragon admin center:

    1. In the Management section of the navigation pane, select Environments.
    2. Select your environment.
    3. Select Edit details, the Edit environment details pane opens.
    4. Enable Pay-as-you-go with Azure and then select your Billing plan.
    5. Select Save changes.

Note

All capabilities used by users are accounted for via Azure meters. In the Azure portal, administrators can view billing information, analyze their costs, and set budgets and alerts.

License entitlements

Administrators must have one or more licenses for their users in the organization (either Dragon Copilot Per User or Dragon Copilot Flex) to provision products within the environment created. For more information, see: Provision Microsoft Cloud for healthcare solutions

Meters

When you use pay-as-you-go (Dragon Copilot Flex license), use of Dragon Copilot is billed to your Azure subscription using meters. The use of ambient recording and generative AI capabilities is accumulated and counted through consumption units. These consumption units represent the amount a feature is used across your tenant, allowing you to pay for what you use. Different features require different amounts of consumption units. When you link your environment to an Azure subscription, you are automatically enabling meters to run and accrue all the consumption units utilized through the use of Dragon Copilot features.

View your Dragon Copilot Flex usage on Azure Portal

To view your pay-as-you-go consumption and billing information, you can view your linked Azure subscription within the Azure portal. You can view amounts that have been billed across various resources using Azure Cost Management. For more information, see: View and download Azure usage and charges
