Microsoft partners (such as cloud solution providers, (CSPs)) can work with different organizations to purchase, implement, configure and manage Dragon Copilot through Dragon admin center on behalf of the organization’s admins.

Before Partners can start to "act on behalf of" (AOBO) customer admins to conduct actions in Dragon admin center, customers would have to identify the right partner based on business needs and complete signing any agreements. Once agreements are in place, partners would have to navigate to Partner Center and conduct the following actions:
- Create (new partner relationships) or Select a customer (existing partner relationship).
- Request for a new relationship to establish granular admin relationships with a customer.
- Partners can leverage granular delegated admin privileges (GDAP) to manage customer tenants on behalf of the customer. GDAP provides partners with time-constrained access to the customer workloads. Dragon admin center primarily supports the Microsoft Entra role of user administrator. It is recommended to use this role in addition to any other supported role for Cloud Solution Providers (CSPs). For more information, see: Microsoft Entra built-in roles
- Partners can request a user administrator role as part of establishing the relationship with customers through the GDAP process. After selecting this Entra role, an email is created for customer admins to approve. For more information, see: Customer approval of partner GDAP request
After receiving customer approval, partners are ready to administer Dragon admin center. Partners will navigate to the Service Management tab for the customer and select Microsoft Dragon Copilot. This would redirect the user admin to Dragon admin center and the admin will be logged into the customer tenant at the following URL: admin.healthplatform.microsoft.com/{customertenantId}.
