Open-source Partner Center .NET SDK coming soon

Date: November 28, 2022

Summary

Microsoft will enable current .NET partners to contribute to Partner Center .NET SDK (software development kits).

Details

Microsoft will continue to contribute to Partner Center .NET SDK until the end of May 2023, when .NET SDK will be transitioned to open source and partners can start contributing without waiting for the quarterly releases.

This change will enable our CSP partners to contribute to the SDK and accelerate adoption of new features and changes.

For a real-time, modern integration experience supported by Microsoft, we recommend that CSP partners move from .NET SDK to directly consume API.

SQL Server 2022 availability & price list changes: Information for CSP partners

SQL Server 2022 will be generally available in Partner Center in January 2023. We want to call out some details that you might find helpful.

  • New customers should expect a delay in the ability to access previous versions and downgrade leveling of SQL Server until mid-January.

  • Software subscriptions will be eligible to receive upgrades to SQL Server 2022.

  • Microsoft is adjusting the price of SQL Server by 10% starting January 2023.

    • This new pricing applies to all the on-premises editions of SQL Server (Enterprise, Standard, and Web) across all channels.

    • This price change also affects public sector pricing worldwide.

    • This price increase does not affect the Azure SQL Server Pay-as-You-Go pricing or any of the other Azure SQL services.

You can now create and delete custom tags to help with customer management in the Customer workspace in Partner Center.

After tags are applied, you can use them to search for customers in the Customer list.

You can now create and delete custom tags to help with customer management in the Customer workspace in Partner Center.

After tags are applied, you can use them to search for customers in the Customer list.

While creating a new customer using the Add Customer button on the Customer list page, you can add multiple custom tags (up to a maximum of 50 tags per customer) to the customer in the customer creation workflow.

On the account page, you can view current tags available for customer or can edit the list of tags.

Note

Tags will not show up when the Advisor toggle is On.

Summary

A recent data issue resulted in some partners seeing a discrepancy in their daily partner earned credit (PEC) reporting. We've resolved the issue and are working to correct the reporting before the November month-end invoicing.

Details

On November 13, we experienced a temporary data propagation issue that resulted in some partners seeing a discrepancy in their daily partner earned credit (PEC) reporting. We've resolved the data issue and are working to correct PEC reporting for affected partners before November month-end invoicing.

Next steps

No action is required from partners affected by this data issue, and November invoices should be correct. We'll keep all partners informed of the progress in reprocessing the data and progress on issuing the correct November invoice.


SDK Release on .NET Standard (v3.2.0)

Partners can now download a new SDK release on .NET Standard (v3.2.0) from NuGet Gallery | Microsoft.Store.PartnerCenter 3.2.0.

Details

Starting November 23, 2022, partners can start downloading the new version from NuGet Gallery | Microsoft.Store.PartnerCenter 3.2.0, along with updated public Partner Center SDK GitHub samples.

To use .NET SDK v3.2.0, partners must have Newtonsoft.Json 13.0.1 or higher because the versions prior to v13.0.1 have high vulnerability bugs.

Details

Partner Center has enabled Global Administrators the ability to cancel Azure subscriptions from the Partner Center portal. This new capability is now available in the Partner Center portal, API support will be available at a later time. For now, this capability enables Partners with customer Azure subscriptions more control in the event of compromise or abuse. This capability enables the partners to cancel the Azure subscriptions and the Azure plan directly from the Partner Center, shutting down suspicious activity discovered in their Azure plan subscriptions.

For CSP partners: SQL Server 2022 availability and price list changes

SQL Server 2022 is reaching general availability today and includes a pending price change that Cloud Solution Provider (CSP) partners should be aware of.

SQL Server 2022 is generally available in Partner Center beginning November 16, 2022, with a price list change effective January 1, 2023. We'd like to point out some details that CSP partners might find helpful.

Price list changes for CSP SQL Server Standard and Enterprise subscriptions

Effective January 1, 2023, there will be a price change to the one-year subscriptions for Cloud Solution Provider (CSP) SQL Server Standard and Enterprise editions.

Details

On September 1, 2022, we announced new options for partners to sell software subscriptions and hosted solutions that include software. Additionally, we mentioned that one-year software subscription prices will be aligned with offers sold under the Services Provider License Agreement (SPLA). You can review the previous announcement.

On January 1, 2023, the prices of CSP SQL Server Standard and SQL Server Enterprise one-year subscriptions will change.

Refer to the summary of the recent and upcoming price changes as part of the alignment with SPLA. Take note that all prices are in US dollars.

Important

These changes will apply globally, and the final SQL Server Standard and SQL Server Enterprise prices on the price list might vary slightly from those in the table. Partners who transact software subscriptions should always download the latest price list to see current prices.

Important actions partners need to take to secure the partner ecosystem

Date: November 15, 2022

Microsoft has included important capabilities and updates to improve partners' security posture and protect your customers' tenants.

Direct-bill partners, indirect providers, and indirect resellers transacting through the Cloud Solution Provider (CSP) program and with advisors

Details

To improve the security posture of the partner ecosystem, Microsoft has included several improvements that will be incrementally launched starting today.

Available now:

  • Customers can now exclude the partner tenant and domain from their Azure Active Directory (Azure AD) conditional access policy. This capability enables partners to continue accessing their customer tenants through granular delegated admin privileges (GDAP) and use the bulk migration tool. For more information, see Conditional Access for users.

Starting November 15, 2022:

  • Email notifications to customers: No email notifications will be sent to customers when a partner disables a delegated admin privileges (DAP) relationship.

Starting December 1, 2022:

  • Subscription cancellation: Partners will be able to suspend Azure plans and related subscriptions within Partner Center. Further details will be released closer to availability.

Starting January 17, 2023:

  1. Microsoft will no longer create DAP relationships when a new customer or reseller relationship is created. Partners will need to request GDAP Azure AD roles from customers to manage them.
  2. Microsoft will start removing inactive DAP relationships that haven't been used in 90 or more days.

Starting March 1, 2023:

  1. The Bulk Migration Tool to upgrade existing DAP connections that were granted by customers to GDAP will no longer be available.
  2. Microsoft will begin transitioning active DAP relationships to GDAP with limited Azure AD roles to perform least-privileged customer management activities. Partners should follow the guidance to continue to have access to Azure subscriptions after the limited roles are granted.

Important

To avoid disruption to your business, we recommend that you don't delay until March 2023 and act now to transition to GDAP for the level of access that you require to manage your customers. The limited GDAP roles (Directory reader, Global reader, User administrator, License administrator, Service support administrator, Helpdesk administrator) granted by Microsoft during the transition will only allow you to perform least-privilege activities. All other access permissions (such as access to Exchange workloads) will be lost. To perform all other activities, additional GDAP roles must be granted by the customer.

Partners should continue securing their access by transitioning active DAP relationships to GDAP through the following steps:

  1. Review the DAP report and remove DAP relationships that aren't needed.
  2. Use the bulk migration tool to transition to GDAP.
  3. Remove DAP once transition to GDAP is complete.

We appreciate those efforts and look forward to continuing to work with you to improve the security posture of our ecosystem.

We've recently discovered that the Marketo connector configuration for your Marketplace offers in Partner Center isn't working because of a sudden change in the Marketo platform that requires more authentication details from your company.

While our engineers are working on a fix, you can use the following workaround to access leads.

To access leads:

  1. Sign in to Partner Center.
  2. Select Referrals.
  3. Select Leads and then Marketplace Leads.

Export leads from the Referrals workspace in Partner Center in the meantime, and upload them into your Marketo system.

Discount Transparency Disclosure Form (DTDF) for Enterprise Agreement (EA) and Enterprise Agreement Subscription (EAS)

Summary

As part of our commitment to help partners and customers run their business based on trust, Microsoft reserves the right to disclose customer discount and special offer information to public customers (government, education, and state-owned entities).

Discount transparency for Enterprise Agreement (EA) and Enterprise Agreement Subscription EAS is achieved through the Discount Transparency Disclosure Form (DTDF).

As of October 15, 2022, a new version of the DTDF has been published.

Partners who sell to government, state-owned entity, or education customers.

Details

The new DTDF discloses discount information to the public customer at both the aggregate order level and at the individual Microsoft product level. The new DTDF also discloses discount information for future pricing.

The language on the DTDF has also been updated to reduce customer confusion by expanding the maximum pricing definition. The updated definition more clearly explains the costs and fees that aren't included in maximum pricing.

Next steps

The new DTDF was released on October 15, 2022.

For the next several months, both versions of the DTDF will continue to be in circulation. Initially, the new DTDF will only be available for renewals. If the new DTDF is provided to you for the renewal agreement, use of the new DTDF is required. The new DTDF is expected to become available for new enrollments early in 2023.

The Microsoft 365 SMB New Customer, Upsell, and CSP legacy to CSP new commerce renewal promotion enables partners to pitch how Microsoft 365 helps prospective and existing customers "do more with less" by consolidating vendors or improving their security and productivity posture with more premium products. The promotion provides a 16.67 percent discount to new-to-Microsoft 365 customers, existing customers upgrading to a more premium product, or customers on legacy CSP migrating to the new commerce experience, who choose to start with a low-risk monthly subscription across any of the listed eligible products.

Dynamics 365 and Power Platform New Customer, and CSP legacy to CSP new commerce renewal promotion summary

The Dynamics 365 and Power Platform New Customer and CSP legacy to CSP new commerce renewal promotion enable partners to accelerate customer acquisition. This promo provides a 16.67 percent discount to new-to-Microsoft Dynamics and Power Platform customers or customers on legacy CSP migrating to the new commerce experience, who choose to start with a low-risk monthly subscription across any of the listed eligible products.

Promotion period: November 14, 2022, to June 30, 2023

At the end of the promotional period on June 30, 2023, existing monthly subscriptions will automatically renew into another monthly subscription term at the standard, non-promotional price point. Alternatively, partners can work with their customers to transition to a standard new commerce annual subscription from the monthly subscription promotional offer. This can be done at any time during the promotional period. Cancellations and adjusting automatic renewal can be scheduled in advance as well.

Customer eligibility is based on the "new customer" restriction, which enforces eligibility by checking whether a customer has previously purchased a product SKU across the customer's new commerce purchase history. Customers are excluded from receiving a discount on any of the products covered by the promotion that they previously purchased or currently subscribe to in new commerce.

Partners can now schedule migration to new commerce

Summary

Partners can schedule the NCE migration ahead of time for a specific date or on renewal or can align with an existing new commerce subscription.

CSP partners can now schedule a migration for each legacy subscription in their sandbox and production environments.

Partners can use the new Partner Center API/BAM tool to schedule a migration upfront in their sandbox and in production environments.

Partners can also schedule a migration and align the end dates with their existing NCE subscriptions to simplify asset management and billing.

New (beta) API for quickly and asynchronously retrieving unbilled usage data

Date: November 10, 2022

Summary

Microsoft has introduced a new API model for asynchronously retrieving reconciliation data. The asynchronous API is an innovative way to quickly access reconciliation data in manageable chunks, eliminating the need to loop through millions of transactions for hours iteratively.

We've used a valet key and asynchronous request-reply patterns to optimize our invoicing and reconciliation APIs to deliver the results asynchronously. You can access the reconciliation data with all or some attributes using a token included in the API response.

Known Limitation

The API is currently enabled to retrieve unbilled daily rated usage data in the sandbox and production environment. Remember that the billed daily rated usage API was launched on October 19.

This feature is in beta and might be improved in the future.

Next steps

Access your billed and unbilled daily rated usage data using this API and compare the results to the results from the current API to ensure accuracy and consistency.

Keep the following points in mind:

  • Inform and request developers within your organization to make changes to your existing systems to integrate with this API.

  • Endpoints for billed and unbilled usage data are separate.

  • The billed and unbilled usage API endpoint is now enabled in both the sandbox and production environments.

Changing the new commerce reconciliation file download method (synchronous to asynchronous)

We're switching your new commerce reconciliation file download experience to the asynchronous mode so you can take advantage of the following benefits:

  • Download open- and closed-period reconciliation files asynchronously, which means you'll be able to leave the download page to do other tasks and then return to get a file when it's ready.

  • Search and filter submitted requests.

  • Reuse downloaded reports.

To access reconciliation file data asynchronously:

  1. At Partner Center, go to the Billing history menu and then select the Recurring and one-time purchased billing currency tab.

  2. Choose any new commerce reconciliation file for download by selecting its link.

    • A message with instructions will appear at the top.
    • When you select the link at the top, you'll be redirected to the Download file menu, where your download request will already be being processed.
    • You'll be able download this file when its status changes to Completed.

Known Limitation

You'll only be able to asynchronously download new commerce reconciliation files. All other file download experiences will remain unchanged.

As previously communicated, Microsoft has made improvements to the subscriptions list in Partner Center. These changes better align user experiences across other feature areas in Partner Center. Some of these changes include:

  • Better categorization for subscription types so partners can better understand the different subscriptions across marketplace, Azure, Online Services, and Software Subscriptions
  • Easier to use interface elements, getting rid of nested tables that display confusing information
  • Better performance on page loads, partners coming from the customer list page to subscriptions list will experience faster page load times.

This new design doesn't include any feature changes or new features. This redesign is purely to improve usability and performance.

Microsoft is bringing enhancements to the deal registration experience through which partners have their Azure IP co-sell deals registered and validated. As part of the latest improvements, partners can now export and import the deal registration data via the bulk operations functionality, which can be used by users with either Referrals admin or Referrals user permissions. To learn more about referrals permissions, see Manage referrals.

Take note that the create or update actions done through bulk import aren't reversible. Therefore, exercise caution while modifying or creating multiple IP co-sell deal registration records. Additionally, no actions are permitted after any deal reaches a terminal state, such as approved, passed, failed, or closed.

What's new in Partner Center?

Partners can access the new functionalities in the co-sell opportunities page under the import and export links on the command bar of the grid view.

Export Azure IP co-sell deal registrations

  • A maximum of 5,000 records can be exported by selecting the export button and then Azure IP co-sell deal registration from the drop-down menu.
  • In addition to your access levels, the export function considers the current tab in the co-sell opportunities page and the filters that have been applied.
  • The downloaded file can be reused to modify the deal details and uploaded to update any records if they are in "action pending" state.

Import Azure IP co-sell deal registrations

  • A maximum of 1,000 records can be created using the import functionality.
  • Partners can either build the template from scratch by downloading the template from the Import page on Partner Center or use the Export functionality to download the existing records and update them.
  • After the file is processed, a summary is displayed with the number of deal registration records that were created, updated, and not processed in the last processed file card.
  • You can download the details of the processed records, fix any errors, and upload the same file to create or update the records that failed in the previous run. Remove all the successful records from the file before uploading the corrected records that failed in the previous run.

Now live: Improved customer account matching for inbound referrals

As previously communicated, Microsoft is improving the customer account section and matching process during inbound referral creation via bulk operations in Partner Center. Users will begin seeing the new functionality rolled out through batched group updates, with all having the new experience live by November 4, 2022.

Partners can use all the benefits of exposing the managed account list for customer selection through the bulk import/export features and can generate multiple referrals in a few steps. These new features will provide a streamlined way for partners to select customer accounts during bulk referral creation with clearly defined managed or unmanaged account status and confidence scores for the final matched account prior to referral creation. Doing so will further contribute to a faster account matching process, reduced expiry rate of referrals, and lower deal registration rejections.

What's new in Partner Center?

Referral creation via bulk uploads in Partner Center is now a two-step process:

Step Details
Step 1:
Customer account search
Only two mandatory fields of Customer Name and Customer Country must be filled in the initial downloaded Excel template before uploading it back to Partner Center. Partners are then presented with a processed file with account match result options upon initial upload. This file holds:

- One final matched account with high, medium, or low confidence
- Two managed, two unmanaged, and two Data Universal Numbers System (DUNS) accounts

Partners can choose and copy the customer account under the Final Account Matched column if they aren't satisfied with the final account match result.
Step 2:
Referral creation
After they choose the final matched account, partners must fill out the rest of the details in the Excel file for the referral creation process and upload the same to Partner Center.

Take note that it will take between a few seconds to a few minutes to receive the processed file after Step 1, with the customer account results depending on the number of records submitted (maximum of 1000 records).

Important

Partners also have the option to create a referral in one step through bulk operations if they have the Microsoft ID information associated with the customer account. To do this, partners must enter the Microsoft ID in the Final Matched Account column in the following format: MicrosoftID: Number-Alphanumeric code (for example, MicrosoftID: 6- KOBSAIHVF).

Review of previously enabled features from Phase 1

The Microsoft account list is exposed in the Partner Center user interface in addition to the current experience of the DUNS and manual entry. Partners will now see three different tabs in Partner Center when they search for customer accounts during the inbound referral creation process: Microsoft Managed, Microsoft Unmanaged, and Others (DUNS).

- Deals associated with "Microsoft managed" accounts are eligible for Azure intellectual property (IP) co-sell deal registration, provided they meet other deal registration criteria
Microsoft Unmanaged - The list of accounts matching search criteria but are unmanaged by Microsoft
- Deals associated with "Microsoft unmanaged" accounts are NOT eligible for Azure IP co-sell deal registration
Others - The list of accounts from the DUNS list

Deals associated with "Other" accounts will go through the Microsoft account list matching process. It might take longer, and deal registration will be applicable if the account is matched to a managed account and other criteria are met.

New market pricing—Modern Work and Security

We're changing MCI Build Intent Workshop payout rates to align with the applicable regional rates across Microsoft programs. The following changes are effective as of November 1, 2022:

  1. Expansion of the incentive model to include a new Market C group
  2. Realignment of Market A, B and C countries and regions as follows:
    • Market A: Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Iceland, Ireland, Italy, Japan, Luxembourg, Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, Switzerland, United Kingdom, and United States
    • Market B: Bahamas, Bahrain, Brunei, Cayman Islands, Chile, Hong Kong, Israel, Jamaica, Kuwait, Mauritius, Puerto Rico, Singapore, United Arab Emirates (UAE), and Uruguay
    • Market C: All other countries and regions eligible for MCI
  3. Payouts for in-flight workshops:
    • Claims with customer consent on or before October 31, 2022, will receive the previously published rate. This payment will be provided in two payments, base rate shown in the following table and a subsequent true-up payment in the following payment cycle.
    • Claims with customer consent on or after November 1, 2022, will receive the payout rates listed in the following table.

New features

We released a new and improved Claims view in August 2022. The view aggregates all your existing claims across all MCI engagements, including completed and in-progress claims, and gives you the option to export them to Excel. Navigate between your eligible solution area tabs to see all claims and customers, and create new claims for your eligible solutions. Bookmark the Claims view to start enjoying these benefits today!

Program execution notifications

  1. Updates to POE templates
    Starting November 1, all claims submitted for Modern Work and Security Build Intent engagements must use the proof of execution (POE) template versions published on October 1. Older versions won't be accepted for approval after November 1, regardless of the claim creation date or customer consent date, so ensure that you visit the MCI Workshops page to download and review the latest delivery material ahead of each workshop. Workshops with changes to POE templates include but aren't limited to:
    • Microsoft Viva
    • Microsoft Viva Insights
    • Modernize Communications
    • NextGen Windows
    • Endpoint Management
  2. NextGen Windows Workshop—Last day to claim customers is December 31, 2022.

After December 31, 2022, new customer claims won't be accepted in MCI for NextGen Windows Workshop.
