The User License Consumption experience in Power Platform admin center lets admins monitor and manage licensing for Microsoft Dynamics 365 finance and operations apps. It shows which users need licenses, which ones are properly assigned, and where gaps exist so you can take action before per-user license validation deadlines.
Key capabilities include:
- Role-based user license analysis
- Environment-level license requirement breakdown
- Security role-to-license mapping
- Drill-down actions into access-level entitlements
- Filters for unmet or misaligned licenses
- Export-ready reports for compliance and planning
Access user license consumption reporting
Follow these steps to access finance and operations consumption metrics:
- Sign in to Power Platform admin center.
- Select Licensing in the left menu.
- Select the Finance and Operations tab under User License Consumption.
Note
The report is refreshed every 24 hours. The last updated timestamp appears at the top of the report.
View top-level metrics
Top-level metrics appear at the top of the page. You can see:
- Total users: All users across connected finance and operations environments.
- Users with unassigned licenses: Users who are assigned roles that require a license but don't have a license assigned in Microsoft 365 admin center.
Select view details in the Total users card or Users with unassigned licenses card to see details for each user.
View product-level license summaries
The product-level license summary view helps you check whether the licenses you own match the licenses your users need. By comparing required licenses to those that are purchased, assigned, and available, you can quickly spot gaps and decide whether to reallocate existing licenses or buy more. Each Dynamics 365 finance and operations product shows a card with:
- Total users requiring a license
- By product, base licenses assigned, base licenses available to assign
- By product, attach licenses assigned, attach licenses available to assign
User License Consumption reporting supports these products:
- Commerce
- Finance
- Human Resources
- Project Operations
- Team Members
- Operations – Activity
- Operations (Legacy licenses)
- Supply Chain Management
Select View all to drill into the license assignments for users of each product.
Identify users with unassigned licenses
Identify users with missing license assignments in Microsoft 365 admin center using the Users with unassigned licenses view.

Important
Users in the Users with unassigned licenses view can't sign in to the system once license validation starts.
Per user license validation
Once license validation begins, any user without the required license is blocked from signing in to a Dynamics 365 finance and operations app. When this happens, they see the following screen.
The screen tells the user they need a license to access the app and to request one from their administrator. End users should contact their system administrator to obtain the required license before trying to sign in again.

Filter and sort capabilities
Filter and sort by assigned licenses or by missing licenses.
Filter and sort by assigned license
Use the Assigned Licenses in M365 column dropdown to find missing or incorrectly assigned licenses at scale:
- Sort results (ascending or descending).
- Filter by specific license types, like Commerce, Finance, Human Resources, Supply Chain Management, or Team Members.
Filter by missing license
Use the filter in the Missing license column to show users missing a specific license, like Supply Chain Management. Assign the right base license based on product.
Drill into user license details
For any user, select the Required license link to open the Required license details per environment screen, where you can see why the license is needed and which environment requires it.

Assign licenses in the Microsoft 365 admin center
For any user, select the missing license link to bring up the license options screen and select the Manage in Microsoft 365 admin center button to open the Microsoft 365 admin center to that user and assign the required license.
Analyze role license entitlements
From the user's role, you can drill further into the security role-to-license mapping.
Role license matrix
- View all compatible licenses for a security role, like Commerce, Finance, Human Resources, Supply Chain, Team members, or activity.
- See how many users are correctly licensed vs. incorrectly licensed
Securable object breakdown
View menu items and access levels (Read/Write) that contribute to license requirements to better understand license requirements for each role:

Export to CSV
You can export user data to a CSV by selecting the Export to CSV button located on the page.

Summarize (Copy to Clipboard)
You can copy the license summary to your clipboard by selecting the Summarize button at the top of the page.
Best practices
- Assign licenses to users with PowerShell automation for bulk user provisioning.
- Align license assignment with actual usage telemetry, not job titles.
- Use version 10.0.44 or later to validate roles using the User security governance feature.
- Review monthly and remove dormant user security accounts in finance and operations.
- Coordinate with procurement to align purchases with required licenses needed for users.
Known limitations
- For finance and operations apps in Dynamics 365, a GUID uniquely ties a user record to an identity in Microsoft Entra ID. A GUID can appear instead of an email address if identity metadata is incomplete or if someone deletes users in Entra but doesn't remove user records from finance and operations security role assignments.
- Custom security roles might need reanalysis to align with licensing.
