You cannot use the Workbook constructor to create a new Workbook host item.

In application-level projects, you can create Workbook host items programmatically by using the GetVstoObject method of any Microsoft.Office.Interop.Excel.Workbook object. For more information, see Extending Word Documents and Excel Workbooks in Application-Level Add-ins at Run Time.

Workbook host items cannot be created programmatically in document-level projects. For more information, see Workbook Host Item.
