true if Project Server moves the start date of remaining parts forward to the status date.
Remarks
PROJ_OPT_MOVE_REMAINING_IF_EARLIER maps to the Move start of remaining parts before status date forward to status date option in the Calculation tab of the Options dialog box in Microsoft Office Project Professional.
The default value for new projects is determined by the enterprise global template. If there is no enterprise global template value, the default value is false.
