Introduction to the AI Center of Excellence
An AI CoE is a collection of people and resources that help an organization adopt AI. It helps define an organization's strategy, determines and establishes best practices for AI, and acts as an AI adoption knowledge and skilling hub.
What are the functions of an AI CoE?
An AI CoE typically focuses on setting direction, defining strategies, providing support, establishing metrics, and monitoring the impact of AI initiatives. An AI CoE provides an organization with a central location and set of people that have the knowledge, skills, and capabilities to effectively leverage AI. When properly implemented, an AI CoE has the authority and influence needed to drive AI adoption without becoming a permanent gatekeeper for every project.
An AI CoE assists an organization with:
- Determining business use cases for AI applications.
- Creating intake and prioritization workflows for AI requests.
- Running pilots and proofs of concept to validate value and feasibility.
- Building organizational AI readiness and driving adoption.
- Developing AI skills and reusable resources such as templates, patterns, and guidance.
- Selecting and evaluating models, building copilots and agents, grounding responses in enterprise data, and integrating tools.
- Identifying roles and responsibilities required for AI adoption and success.
- Defining and enforcing responsible AI, governance, security, and operational standards.
- Managing AI services and shared assets when that responsibility fits the organization.
Tailoring an AI CoE to your organization's needs
When designing and implementing an AI CoE, consider the following questions:
- Should the AI CoE concentrate on technical and operational aspects, on strategy and business alignment, or adopt an integrated approach?
- Should the CoE focus on execution responsibilities such as pilots and reusable patterns, or serve mainly as a guiding body that sets principles and frameworks?
- Should the organization create an independent team associated with the CoE, or can AI expertise be embedded within existing teams such as a Cloud Center of Excellence (CCoE), platform team, data team, or governance team?
- Should the CoE start more centralized to concentrate scarce expertise and governance, then evolve toward advisory guardrails as teams mature?
- How should the CoE account for agentic AI scenarios such as agents, tool use, orchestration, and advanced multi-agent patterns while keeping early adoption approachable?
- Which staff should be part of the CoE to ensure its effectiveness?
- Should the CoE primarily serve internal teams, support external clients, or focus on partners and ecosystem collaboration?
- If the CoE is internally focused, does it also deliver AI services to the market as part of the organization's business model, or is it strictly enabled for internal AI adoption?
Choosing the right organizational model depends on several factors, but the CoE should build on existing teams and operating models wherever possible. If your organization already has a CCoE, platform team, data governance group, or security governance function, the AI CoE can extend those foundations instead of creating an isolated structure. A standalone AI CoE is most useful when current teams can't support AI adoption or when risk and complexity require dedicated coordination.
Organizations commonly start with a more centralized AI CoE because AI expertise, governance experience, and approved patterns are scarce early in adoption. As maturity grows, the CoE should shift toward an advisory model that provides standards, guardrails, reviews, and reusable guidance while delivery moves closer to workload and business teams. This approach helps the CoE scale adoption without becoming a bottleneck or permanent approval gate.
Use a clear responsibility model. The AI CoE sets strategy, standards, governance guardrails, reusable patterns, intake and prioritization, and skilling. Platform teams provide governed foundations such as identity, networking, policy, observability, and approved services. Workload and business teams own use cases, domain data, integration, delivery, and business outcomes.
Modern enterprise AI work usually doesn't mean developing foundation models from scratch. Teams typically select and evaluate models, adapt solutions to business needs, build copilots and agents, ground responses in enterprise data, connect agents to approved Model Context Protocol (MCP) servers that expose tools and resources where supported, and operate solutions in Microsoft Foundry.

Agentic AI expands the CoE's scope to include agents, tool use, orchestration, evaluation, and governance. Multi-agent systems are useful advanced examples, but this introductory module focuses on the operating model and responsibilities that help organizations prepare for those scenarios.

Microsoft Foundry is an example of a governed environment for enterprise AI operations, application development, agents, models, tools, monitoring, and evaluations. At this level, you only need to understand where solutions can be built and operated, not the detailed product steps.

Tool interoperability matters because agents often need approved access to external tools and data sources. Where MCP is supported, agents can connect to approved MCP servers that expose tools and resources. Govern those connections with approved-server allow lists and allowed-tool lists, user or admin approvals for new integrations and high-risk tool calls, audit logs for approvals and tool use, and a review of prompt, context, authentication, and other data that could be sent to third-party MCP servers.
Small and medium enterprises may choose to start small and then scale. This allows those enterprises to focus on specific use cases where AI can immediately add business value. Small and medium enterprises may even partner with consultants to implement a virtual AI CoE if expertise isn't available within the organization itself.
