Troubleshoot Power Automate trigger issues and errors

When Power Automate flows don't run as expected, the trigger might be the problem. Triggers are the entry point for your flows. They can fail for several reasons, such as connection problems, expired authentication tokens, licensing problems, and misconfigured conditions.

This article describes the most common trigger problems and their solutions. You'll learn how to diagnose connection problems, check licensing requirements, review trigger conditions, and handle environment-specific problems.

The first step to troubleshoot your flows is to identify the specific flow run that is failing. This step helps you determine whether the problem is with the trigger itself or another part of your flow.

Trigger not firing

If your trigger doesn't fire as expected, use the following checks to isolate the cause of the problem.

Check for data loss prevention policies

A data loss prevention policy might block your flow.

Admins can create data loss prevention (DLP) policies that act as guardrails to help prevent users from unintentionally exposing organizational data. DLP policies enforce rules for which connectors can be used together by classifying connectors as either Business or Non-Business. If you put a connector in the Business group, it can be used only together with other connectors from the Business group in any given app or flow.

If your flow violates a DLP policy, the service suspends the flow and the trigger doesn't fire. To know if your flow is suspended, try to edit the flow and save it. The flow checker reports if the flow violates a DLP policy.

If a DLP policy blocks certain connectors, you might see the following error message when creating a flow in the Power Automate portal or via integrations:

To work around this problem, an administrator can check the admin center to find the DLP policy (tenant or environment level) that is blocking the flow, and remove or update the policy.

Check if the trigger is failing

Follow these steps to check if the trigger is failing:

  1. Sign in to Power Automate.
  2. On the navigation menu to the left, select My flows, and then select your flow.
  3. Review the Details page.

If you see the following error, it means that Power Automate tried multiple times to establish a connection to register the trigger and failed. Your flow doesn't trigger until you fix this problem.

One common reason for this failure is that the Power Automate service endpoints aren't part of the allowlist. To fix it, check that your IT department added the necessary IP addresses and domains to your allowlist.

After you fix the problem, edit the flow and then save it. You can then edit it back to its original state, and save it again. The flow recognizes that its setup changed, and registers its trigger again.

Check for broken connections

Normally, you only need to sign in to a connection once, and you can keep using it until an admin removes it. However, connections might break in the following situations:

  • The password for the connection expires.
  • Your organization has a policy that makes the connector's authentication token expire after a certain amount of time.

Microsoft Entra ID supports token lifetime policies. For more information, see Configurable token lifetimes in the Microsoft identity platform (preview).

Follow these steps to check if your connections are broken:

  1. Sign in to Power Automate.

  2. Go to More > Connections.

  3. Find the connection that your flow uses.

  4. To fix a broken connection, select the link next to the Status column, and follow the instructions.

Check if the flow uses a premium connector trigger

  1. Edit your flow to find the connector name for the trigger.

  2. Go to the list of connectors, and search for that connector. If the connector is a premium connector, PREMIUM displays under the name of the connector.

To access premium, on-premises, and custom connectors, you need a standalone Power Apps or Power Automate license. Check your license plan and adjust your plan, if needed, to access the connectors.

To check your license plan:

  1. Sign in to Power Automate.
  2. Go to My flows in the left pane.
  3. Select any flow.
  4. In the Details section, find Plan. Your current license plan is listed.

Determine whether trigger check is skipped

To check for skipped trigger runs:

  1. Sign in to Power Automate.

  2. Select My flows in the left pane, and then select the flow.

  3. In the 28-day run history, select All runs.

If a run was expected but didn't happen, look for the specific run to see if the trigger check was skipped. A skipped check means the trigger condition wasn't met, and the flow wasn't initiated. Review the flow's inputs and trigger conditions to confirm they align with your expectations. You might need to adjust the condition expression to fix the issue.

Review flow inputs and trigger conditions

Locate the flow's trigger conditions and verify that the condition expressions correctly and accurately reflect your requirements. Follow these steps to review your inputs and conditions:

You can use either the new designer or the classic designer to configure and review your cloud flow. The steps are similar in both designers. For more information, see Identify differences between the new designer and the classic designer.

  1. Sign in to Power Automate.

  2. On the navigation menu on the left, select My flows, and then select a flow.

  3. Select Edit on the command bar.

  4. Select the first card to see which folders, sites, mailboxes, and other items the trigger uses in the configuration pane.

  5. In the configuration pane, select the Settings tab.

  6. Locate Trigger conditions.

    If the field is empty, there are no other customizations. The title of the card (in this case, When an item is created or modified) indicates when the trigger fires.

    If you see other customizations in Trigger Conditions, make sure you're using the expected or correct inputs to trigger the flow.

Check permissions

Verify that you have access to the folders, sites, or mailboxes that the trigger uses. For example, to send email from a shared inbox via Power Automate, you need permissions to send an email through the shared inbox. Try sending a test email from that shared mailbox in Outlook.

Check whether admin mode is enabled

If you enable admin mode for an environment, you turn off all background processes, including flows. Enabling this setting prevents the flow from triggering.

Follow these steps to check the admin mode and disable it, if necessary:

  1. Go to the Power Platform admin center and sign in with Environment Admin or System Administrator role credentials.
  2. From the left-side menu, select Environments, and select the relevant environment.
  3. On the Details page, select Edit.
  4. Under Administration mode, set the slider to Disabled.

Additional troubleshooting steps

  1. Test the flow manually.
  2. Remove and then re-add the trigger.
  3. Switch the connection.
  4. Turn off and then turn on the flow.
  5. Export and then import the flow.
  6. Create a copy of the flow.
  7. If the trigger uses special conditions, such as when an email message arrives in a specific folder, remove the folder, then restore it.

Trigger fires for old events

Two types of triggers exist: polling triggers and Webhook triggers.

If you turn off your flow and then turn it back on, your flow might process old triggers, depending on your trigger type.

A polling trigger periodically calls your service to check for new data. A Webhook trigger responds to a push of new data from the service.

Refer to the following table to understand how your flow responds when you turn it back on.

Trigger type Description
Polling, such as the recurrence trigger When you turn the flow back on, it processes all unprocessed or pending events. If you don't want to process pending items when you turn your flow back on, delete and then re-create your flow.
Webhook When you turn the flow back on, it processes new events that are generated after the flow is turned on.

Follow these steps to determine the type of trigger that your flow uses:

  1. In the configuration pane on the left, select Code View.

  2. Find the recurrence section that has an interval frequency element. If this section is available, the trigger is a polling trigger.

Flow or actions run multiple times

You might encounter a scenario where a single flow run has some (or all) of its actions duplicated. While the UI doesn't show this problem, you might see the results of the flow being duplicated. For example, duplicate emails sent, or duplicate list items created.

One reason this problem occurs is because of the "at-least-once" design of Azure Logic Apps.

Most of the time, this scenario indicates that there was an issue with the Azure service. Usually, these issues resolve quickly by themselves. To ensure that your flows don't create duplication, design them to be idempotent - accounting for the possibility of duplicate inputs.

An example of an idempotent design is checking to see if a duplicate SharePoint document already exists before trying to create it, or using key constraints in Dataverse to prevent duplicate records getting created.

Another possibility for a flow triggering multiple times is having other copies of the flow active in different environments and triggering based on same condition. Use trigger conditions to reduce the number of times the flow triggers.

Recurrence trigger runs ahead of schedule

Verify that you set the Start time on the Recurrence card to make sure that it runs only at the time that you need. For example, set Start time to 2022-10-10T10:00:00Z to start your trigger at 10:00 AM UTC.

Trigger firing is delayed

If the trigger is a polling trigger, it wakes up periodically to check if new events occurred. The wake-up time depends on the license plan on which the flow runs.

For example, your flows might run every 15 minutes if you're on the Free license plan. On the Free plan, if a cloud flow is triggered less than 15 minutes after its last run, it's queued until 15 minutes elapses.

If your license is the Flow for Office 365 plan (from your Enterprise license E3, E5, and others), or the Flow for Dynamics 365 plan, your flow doesn't run again until five minutes elapses. It might be a few minutes between the time the triggering event occurs and the time the flow begins.

To check the trigger wake-up frequency, follow these steps:

  1. Sign in to Power Automate.

  2. Select My flows from the left-side menu, and then select a flow.

  3. Select Edit on the command bar.

  4. On your flow, select your flow trigger.

  5. On the configuration tab, select the Code view tab.

  6. Find the interval and frequency values.

If your flow takes longer than expected to trigger, check for these two common problems:

  1. Too many calls to the connector or flow cause throttling. To check if throttling affects your flow, manually test the flow to see if it triggers immediately. If it triggers immediately, throttling isn't the problem.

    Use these tips to address throttling issues:

    • Check the Power Automate analytics report to learn more about your flows.
    • Redesign your flow to use fewer actions. For more information, see Understand platform limits and avoid throttling.
    • Acquire a Power Automate Premium (previously Power Automate per user) or Power Automate Process (previously Power Automate per flow) license. After you acquire the license, open and then save the flow to refresh the entitlement associated with it and change the throttling mode.
    • Split the flow into several instances. If the flow processes data, you can divide this data into subsets (per country and region, per business area, and so on). Use Save As on the flow to create several instances that process their own data. Because the quota is per flow, this approach serves as a workaround.
  2. A communication problem prevents Power Automate from reacting to trigger events. Potentially, a service outage, policy change, password expiry, or similar problem caused the delay. You can view Help + support to learn whether any active outages exist. You can also clear the cache of the browser, and then try triggering the flow again.

Power Apps trigger issues

The following error is a known problem for flows that use Power Apps triggers:

Unable to rename actions in a cloud flow

To work around this problem and rename actions, follow these steps:

  1. Remove the trigger.
  2. Rename the actions.
  3. Add your Power Apps trigger.
  4. Configure variables as necessary.

After you publish an app, make copies of the flows that the app uses to make any updates. If you update a cloud flow that's referenced by a published app, you can break existing users. Don't delete or turn off existing flows until all users upgrade to the new published version of the app.

SharePoint trigger issues

SharePoint triggers, such as When a file is created or modified, don't fire if you add or update a file in a subfolder. If the flow must trigger on subfolders, create multiple flows.

If the flow pop-up doesn't load properly or keeps loading or spinning indefinitely, make sure that the user running the flow has the required security roles and permissions needed to run the flow. For more information, see Cloud flow sharing and permissions.

Users can't run shared flows, but owner can run the flow

Try one of the following solutions:

  1. Fix or update connections.

    If your flow uses a Manual trigger, it requires the connection of the user who triggers the flow. If it uses the Recurrence trigger, it runs on the flow maker's connections.

  2. Verify that the user has the appropriate license for the connections in the flow.

    The user needs a Power Automate license to perform any actions like save, turn off, and more. A Power Apps, Dynamics 365, or Microsoft 365 license isn't sufficient. If a flow uses premium connectors, each user needs a Power Automate Premium (previously Power Automate per user) or Power Automate Process license (previously Power Automate per flow) license to edit or manually trigger the flow. If the user was previously able to save or modify the flow, it's possible that their license expired.

    Alternatively, you can start a trial for the Per User plan for 90 days, after which you need a paid plan to run or edit flows that use premium connectors. For more information, see the licensing page and Power Automate support.

Flows don't trigger after changing the environment URL

To resolve this issue, edit each flow, and then save it. The triggers should start firing again.

Triggers don't respect expressions used in them

For triggers, the values of expressions are calculated only when the flow is saved. For example, if your trigger uses utcNow() in an input, utcNow() is calculated when you save the flow, and the current UTC time is inserted into the trigger definition as a hardcoded value. utcNow() isn't recalculated every time that the flow is triggered.

Changes to HTTP or Teams Webhook trigger flows on Logic Apps environment architecture

Important

  • This change affects only flows that have HTTP or Teams Webhook triggers.
  • This change affects only flows in current environment architecture (Logic Apps). If your environment is Self Host MultiTenant (MTA), you're not affected. To learn which environment architecture your flows are in, see Power Automate environments move to new architecture.
  • This notice doesn't affect sovereign clouds.

Starting on November 30, 2025, Power Automate flows with HTTP triggers or Teams Webhook triggers that have logic.azure.com in the URL move to a new URL. This change is part of an infrastructure upgrade to improve execution speed and provide new features. For more information, see Power Automate environments move to new architecture.

To make sure that existing flows that use these triggers continue to work, update the URLs that external systems use. To make this change, use the new URLs that appear on the affected flows. Complete the following actions before November 30, 2025. Before November 30, 2025, both the old and new URLs are supported. Starting on November 30, 2025, the old URLs stop working and flows don't trigger:

Required actions

To make sure that your flows continue to function as expected, follow these steps:

Assess the impact

  1. To identify the flow's environment type, follow the steps in Power Automate environments move to new architecture.
    1. Take action only for flows that are in the Logic Apps environment and use HTTP or Teams Webhook Triggers.
  2. Identify all affected flows.
    1. If you have admin privileges, use a PowerShell script to identify all affected flows.
  3. Note the old and new trigger URLs for the affected flows by going to the Flow Details page or the Designer.

Update URL references

  1. Identify all external applications and systems (such as web apps, Power Apps, flows, and others) that reference the old trigger URL.
  2. Replace the old trigger URL by using the updated URL that's displayed in the trigger card of your flow's designer.

Validate the new URL

  1. Verify that the updated URL works as expected by triggering the flow and checking for successful execution.
  2. If you're using SAS authentication, confirm that the destination system supports URLs longer than 255 characters.

Check the relative path parameter

  1. If your trigger URL uses a relative path parameter, make sure that no backslashes exist in the field that might cause double slash errors.
  2. Modify the relative path as necessary, and verify the trigger URL for correctness.

Key changes to HTTP or Teams Webhook trigger flows

  • Updated trigger URL: The HTTP trigger card in your flow's designer shows a new URL. You need this new URL for your flows to work correctly.

  • Length of the new URL: The updated URL might be longer than 255 characters, especially when you configure Shared Access Signature (SAS) authentication. Check that your destination system supports URLs longer than 255 characters. Change its configuration if needed.

    • Update your system configurations to support URLs longer than 255 characters, if possible.
    • If your system can't support URLs longer than 255 characters, consider other solutions. For example, use a proxy wrapper such as Azure API Management or Azure Functions, or a similar approach.
  • Warning banner: The following warning banner appears on your flow details page or within the designer:

    Click here to copy the new trigger URL. The old trigger URL <TriggerURL> stops working on November 30, 2025. Your tools that use this flow will break unless you update them by using the new URL.

    The banner displays the old URL that was replaced. This warning is a reminder to update any references to the outdated URL by using the new URL. If you don't see the warning banner on flows that have an HTTP or Teams webhook trigger, your environment is most likely on Self Host Multitenant architecture, and your flows aren't affected.

Note

If a flow uses an HTTP action to call another flow, the parent flow is considered to be an external system. Update the URL in the parent flow by using the new URL that the child flow's trigger card displays. However, if the child flow is called through the Run a child flow action, no change is needed.

List all flows that have migrating trigger URLs

Admins can use the Microsoft.PowerApps.Administration.PowerShell package to list all flows whose trigger URLs are migrating. After you install the package, run the following PowerShell cmdlet:

Get-AdminFlowWithMigratingTriggerUrl -EnvironmentName <EnvironmentName>

The cmdlet returns the DisplayName and FlowName (ID) of each flow whose trigger URL is migrating.

To find all affected flows across a tenant:

  1. Use Get-AdminPowerAppEnvironment to list all app environments in the tenant:

  2. Use Get-AdminFlowWithMigratingTriggerUrl to list the affected flows for each environment.
