Introduction
EES
- provides subscription licensing for primary/secondary and higher education institutions with more than 1,000 users.
- simplifies licensing of Education Platform Products (EPPs) organization-wide through an annual count of users, known as Education Qualified Users, instead of the number of PCs/devices.
- offers education customers the flexibility to order more products at any quantity.
- provides assured coverage for Education Platform Products through one annual count of Education Qualified Users, the ability to add products as needed, free licensing options, and student use benefits for popular products.
Qualifying education customers
Partners can offer EES subscriptions to an education organization that:
- Has 1,000 or more Education Qualified Users or students;
- Is licensing at least one Education Platform Product for 1,000 or more users; or
- Is licensing at least one Education Platform Product for an organization-wide student count of 1,000 or more (for the Student Option).
Partners will work with qualifying customers to complete and sign these two documents:
- Campus and School Agreement (CASA): This is the master agreement under which the EES falls. It contains an overview of the agreement and its general terms and conditions. It has no expiration date, which means the customer doesn't need to sign another one when renewing their annual coverage.
- EES: This form contains an overview of the enrollment and extra agreement terms and is used to provide contact details and enroll in the Student Option. It also sets out the licensed period (one or three years) and the total Education Qualified User count covered in the first annual order.
The EES Program Packet might feature some or all of the following documents:
- CASA (Master agreement)
- EES Form
- Program Signature Form
- Supplemental Contact Information Form
- Extension form (required under certain conditions)
- Amendments (required under certain conditions)

Contract Overview
EES agreements are available via eAgreements.
The following image shows the contractual documents or information required from partners and customers to complete an agreement.

- Previous Enrollment Number, if applicable: A School Subscription Enrollment, a Campus Subscription Enrollment, or an Enrollment for Education Solutions, each active and valid upon signing of this enrollment.
- Qualifying Enrollment Number, if applicable: Filled by partner where applicable. Applies to Consortia (frameworks), Additional Product Only, BPOS only and/or School Enrollments falling below the EES minimum.

- With EES, organizations still have the option of choosing a one-year or three-year subscription term. In either case, customers submit an annual order with their reseller, specifying the licensed product selections for the year.
- One year: This provides license coverage for 12 months.
- Three years: With 3-year enrollments, customers agree to submit an anniversary order before (or on) the first and second anniversaries of the effective date of their enrolment. At anniversary, orders can be for any license quantity covering Education Qualified Users that meet the minimum count of 1,000.
- EES allows extensions and renewals on both term types.

- LSP signs the enrollment.
- Distributor information is removed from CASA + EES contracts.

- Confirm the price level. Price levels for Education Platform Products are determined by the organization-wide count or by Student count for EES.

Check that you meet the minimum order requirements:
- The organization-wide count of Education Qualified Users is at least 1,000.
- All Education Qualified Users must be covered by one or more Education Platform Products.
- Student Use Benefit (SUB) entitlements are based on the number of Education Qualified Users.
Define the organization. Under EES, an “organization” can be defined as any of the following:
- The entire Institution including all of its affiliates, departments, and school locations
- The Institution only (including all of its departments and school locations, but not including any affiliates)
- The Institution plus named affiliates, departments, school locations, and/or clearly defined user groups.
- A selected list of departments, school locations, and/or clearly defined user groups, if the Institution is a school without departments or school locations
Enrollment timelines
One-year subscription
Extension order includes the following:
- Updated Education Qualified User count
- Changes to product selections, if any
- New student count (for Student Option)

Three-year subscription

Order Types
Initial order:
- Is submitted by institutions to purchase the software products and online services that they deploy under the EES.
- Must be placed within 30 days of the start date of the enrollment.
- Can be placed by partners once they’re notified by their Regional Operations Center (ROC) that the enrollment is active.
New product order:
- Covers any products that the institution chooses to run but weren't included in the initial order.
- Must be placed in the month in which copies of one or more products are first run.
- Midterm new product orders may be prorated.
Anniversary order:
- Applies to institutions with three-year licensed periods of enrollment.
- Must be for at least the same product selection and total quantity as ordered during the one-year period in which the product was first ordered. This is except for step-ups, Office 365 and more products ordered non-organization wide.
- May include new product orders.
- Must be submitted on or before the first and second anniversary date.
Extension order:
- Applicable for when a customer chooses to extend their enrollment at the end of their one-year or three-year subscription term.
- Can only be placed by partners after submitting the extension form.
- The extension form must be received by Microsoft prior to the expiration date of the licensed period. The extension order needs to be placed within 30 days from the start date of the extension term.
Renewal order:
- Is placed after an EES is renewed (as opposed to being extended).
- Must be placed by partners within 30 days from the start date of the new enrollment.
EES now
- EES was originally built as an on-premises program. Now that many of our solutions are based on our cloud offerings, the EES program has been modernized as we address the hybrid world of on-premises and cloud solutions.
- These are the four key areas where EES has developed:
- Streamlined license count—per-user (Education Qualified User) model
- Ability to adjust license count annually—true-up or true-down capability
- Online services (OLS) as qualifying products—integrates cloud-based solutions as qualifying platform products, making it easier for institutions to enter through the cloud
- Minimum order requirement—minimum of 1,000 users
Education Qualified User (EQU)
Education Qualified User:
- An employee or contractor (except students) who accesses or uses an Education Platform Product (EPP) for the benefit of the institution.

- Student teacher contracts for one term on a Windows 10 Education device managed by the school - Contractor + EPP = EQU
- Canteen coordinator checks emails, prints flyers and organizes staff via Office 365 Professional Plus - Employee + EPP = EQU
- Part-time office admin using Office for Mac (via Office 365 Pro Plus) on a Mac device - Employee + EPP = EQU

- Guest speaker brings a thumb drive to use a lecture hall machine - Non-Employee + no EQU = Not an EQU

Simplifying calculations and user definitions
- EES has gone from a formula-based calculation to a per-user model.
- Organizations now only have to count knowledge workers, and all other users will be counted as light users. There’s no cost for light users, as they'll be covered by a free SKU.
- Knowledge worker: Any employee, student employee, contractor, or volunteer associated with the organization who uses a Product or Qualified Device for the institution's benefit or within their relationship with the Institution.

New student use benefit (SUB) entitlement
Previously, organizations had to acquire Microsoft 365 Education for all Education Qualified Users. Now, they can license it for students at a ratio of 1:40 per Education Qualified User at no extra cost.

Mixed EPPs
- Customers can now “mix and match” User Subscription Licenses (USLs) in the initial order.
- No change to organization-wide commitment
- Must continue to cover all EQUs with one or more EPPs
- No change to organization-wide count minimum of 1,000
- SUB entitlements are based on the total number of EQUs covered (benefits based on the “lesser” plan)

- A mix of EPPs may be ordered to meet the organization-wide commitment as defined in the following table. The Qualifying Product for SUB entitlement will be determined by the lower plan or edition of the EPPs ordered, as shown in the table, and will be based on the total number of Education Qualified Users covered.

Example:
Institution wants to cover 20 percent of users with enhanced security, analytics, and voice capabilities:
- SUB would be based on what is entitled for O365 A3, so up to 40,000 Students (based on 40:1 ratio) would get Office 365 ProPlus and Office 365 Cloud App Security
- A5 (Office 365 and Microsoft 365) includes Advanced Threat Protection (ATP) in the SUB, so we could consider Business Desk guidance if customers push back on this. The Windows SUB doesn’t vary based on product edition.
Price list
- Microsoft publishes price lists monthly on explore.ms on the first day of the month prior to the effective month of the price list.
- For example, the April 2025 price list is available for download on March 1, 2025.
To download the price list for Campus and School Programs (Enrollment for Education Solutions uses the Campus price list):
- Sign in to explore.ms.
- Select Price List Details. (explore.ms Home > Reports > Product/Prices > Price List Details)

Make the following selections from the dropdown menus on the page:
- Price List: Choose the price list applicable to Institution country and channel. Example: Australia Direct to Reseller.
- Price List Type: Choose Add/Change/Delete (when extracting only the altered portion of a price list) or Full (when extracting the entire price list excluding those deleted).
- Effective Date: Choose the corresponding month for the price list.
- Program: Choose Campus 3 for Enrollment for Education Solutions.
- Offering: Choose Faculty, Fulfillment, Student, Non-Specific, Additional Product or All.
- License Agreement Type: Choose Academic.
- Level: Choose either A, B, C, D Non-Specific, or ALL. (C and D price levels are applicable to EES under the Campus program and price list only).
- Pool: Choose one of the product pools or ALL.
- Delivery: Choose Download Report File.
- Select Search.

- Enter the report name on the Save Downloaded Report As page. Note: Report name shouldn’t be more than 50 alphabetic characters.
- Select OK. The price list report for the selected search category will start extracting.
- Return to the explore.ms home page. Extracting report status is indicated by the Download Report link under the My Action Items header in the Alerts section. The extraction isn't complete if the Download Report link isn't highlighted in yellow.
- When the extraction is completed, the Download Report link will be highlighted in yellow. Select this link to navigate to the Download Reports page.
- Select the Download link in the extracted report. The report will then be downloaded to the computer. Note: Always keep the downloaded file in a compressed (zip) format.
- Once the file has been downloaded, the box corresponding to the report will automatically be checked. If the downloaded file is no longer required, select the Delete Selected Reports button to delete the file from the Download Reports list.
Guidance:
In the price list, filter through the Offering column to choose product types.
- Desktop Platform Products are categorized under the "Faculty" Offering column.
- Additional Products are categorized under the “Additional Product" Offering column. The price Level is Non-Specific.
- Student Products are categorized under the “Student" Offering column. The price Level is Non-Specific.
Note: Some products are available for both Faculty and Additional Product price points. Choose Faculty if you want to order this product organization-wide.

- EES-specific SKUs are available.
- EES SKUs have the word “Education” included in the product family field, as shows in the following table.
