Initializes a new instance of the PackageDigitalSignatureManager class for use with a specified Package.

The package associated with this signature manager.
The target package associated with the signature manager is set during initialization. After it is set, the package associated with the signature manager cannot be changed. Create a new signature manager for each package as needed.
