As you've receive the password reset e-mail your another email address, In this case as you've exceeded the number of attempts to recover your account, Microsoft may have temporarily restricted further recovery attempts to protect your security. This limitation is usually in place to prevent unauthorized access and ensure your account remains secure. You can try again after 24-48 hours when the restriction is lifted, allowing you another chance to reset your password or regain access to your account.
After the waiting period, you can fill out the recovery form again and request a new password reset link. However, make sure not to attempt resetting the password within the next 24 to 48 hours, as this may interfere with the recovery process.
