First go to https://outlook.live.com and check if the messages are in deleted items , recoverable items or archive. If its in deleted items, at the top select recover items deleted from this folder. Emails can usually be recovered within a certain time period unless they were permanently removed.
If the mailbox was accidentally filtered or synced incorrectly, also check View > Filter in Outlook to be sure no filters are hiding mail.
