Hacked Hotmail account - all recovery options changed - need agent assistance

Question

I am writing because my Hotmail account has been hacked and I am unable to recover it through the standard channels.

The attacker changed both the recovery phone number and the recovery email address, so I cannot receive any verification codes.

Steps already taken:

• Submitted the account recovery form (account.live.com/acsr) multiple times without success
• Contacted INCIBE (Spain's National Cybersecurity Institute) who provided Microsoft support numbers, but both calls were disconnected when we explained the situation

I have owned this account for many years and can provide any information necessary to verify my identity as the legitimate owner.

Is there a Microsoft agent who can assist me manually with this case?

I'm sorry you are experiencing this.

Since the security info has been replaced by the hacker, I'm afraid there is no other working method to recover the Microsoft account, and Microsoft Support cannot help either.
