If the Hotmail.com address is no longer listed on the Sign-in preferences page in your Microsoft account because it was manually deleted, unfortunately the Hotmail address is gone and cannot be recreated or added again. The warning about this is outlined here: https://support.microsoft.com/office/add-or-remove-an-email-alias-in-outlook-com-459b1989-356d-40fa-a689-8f285b13f1f2 under the "Remove an email address" section in the "Important" note.
At this point, the best option is to sign in with your current Outlook address and make sure it’s fully set up and secure. For the services (like Amazon or Fizz) that still send verification codes to your old Hotmail, you’ll need to update those accounts with your active Outlook email. Most of these sites will let you contact their support teams directly to prove your identity and have them change the recovery email on file.
I realize this is extra work, but it’s really the only way forward since the old Hotmail can’t be restored.
