CreateFullRange()	Creates the full range.
CreateRange(List<IRingRange>)	Creates a new IRingRange representing the union of all provided ranges.
CreateRange(UInt32, UInt32)	Creates a new IRingRange representing the values between the exclusive lower bound, `begin`, and the inclusive upper bound, `end`.
GetSubRanges(IRingRange)	Gets the contiguous sub-ranges represented by the provided range.
