Internal 0

The relationship references a part that is inside the package.
External 1

The relationship references a resource that is external to the package.

Remarks

If the target is inside the Package (Internal), the relationship TargetUri is always a relative URI.

If the target is outside the Package (External), the relationship TargetUri can be either relative to the current location of the package or an absolute URI.
