There is currently an ongoing issue affecting Outlook/Hotmail across multiple platforms, not just mobile. Microsoft is aware of the problem and working on it.

You can check the latest updates here: https://portal.office.com/servicestatus/

You will need to wait until Microsoft fixes the issue.
