Azure OpenAI エンドポイントに対する SSL 接続が RST で失敗する件

＃AOAIについての質問です。子タグがAzure SQL Databeseしかないので仕方なく選択しています

Azure OpenAI のエンドポイント（ xxxx.openai.azure.com ）に対し、特定の仮想サーバから curl や openssl による TLS 通信を試みると、TCP接続は成功するものの TLS ハンドシェイクの段階で RST が返され、接続が強制終了されます。

確認済み内容:

エンドポイントは「すべてのネットワーク」からのアクセスを許可済み

他端末（WSL2等）からは正常に TLS 通信が可能

curl -v --resolve により IP を直接指定しても TLS ハンドシェイクで RST

tcpdump により、RST が Azure 側から返されていることを確認

他の Microsoft ドメイン（www.microsoft.com 等）へは TLS 通信可能

ご質問:

上記、仮想サーバからのグローバルIPがブロック対象になる可能性はありますか？

RST 応答を返す条件として、Azure 側での IP reputation 制御や firewall policy が存在するかご確認いただけますか？
