CanCreateInstance	アクティべーション メッセージがこの操作で受信されたときに、新しいサービス インスタンスを作成できるかどうかを指示する値を取得または設定します。 ディスパッチャーは、インスタンス ID が付加されていないメッセージをアクティベーション メッセージと解釈します。
CompletesInstance	操作の実行が完了した後、サービス インスタンスをメモリからアンロードし、永続化ストアから削除するかどうかを指示する値を取得または設定します。
