This is different from deceiving MS Paint as if it were your app. MS Paint is a desktop application that is not designed to be repackaged as a web app or a mobile app. If you want to use MS Paint to create a skin for a contest, you would have to save your work as an image file and upload it to a website or an app that supports skin creation. You cannot repackage MS Paint itself as part of your website or app.
