Newly created xlsx file is corrupted.

Question

every try to create new excel file using right-click menu pops up even it is built-in function.

popup message is below.

"Excel cannot open the file 'New excel sheet.xlsx' because the file
format or the file extension is not valid.  Verify that the
file has not been corrupted or that the file extension matches
the format of the file."

but other excel files that already created or downloaded are open normally.

only new excel files are corrupted.

i tried fixing protocols from online like these :

regedit - > ~whatever~ -> ExtensionHardening and value 0

delete office 2016 -> reboot -> install office -> reboot

changing default program

delete MS visual ++ ~~ series

Security tab (everyone)
Repairing the file trough Excel itself
Changing file extension to XLS/XLSX/XLTX (I can open under XLS, but just literally open and new excel file problem still not fixed)

every single things are not helpful. but I could fine some guys who had similar problem.

these guys still get no proper answers, so i know that i'll get nothing too but this killing me in real time. ah

Hello.

Word and ppt are fine, and both of background or other directory make same error.

but only the new file -> save as other name in excel menu works. created file with this route have no corruption.

I hope this fixed someday. Thank you.
