Request for Billing Credit – Azure OpenAI charge with zero usage

I registered my card under the understanding that Azure OpenAI is billed on a consumption basis, and I made no API calls (zero usage). However, I was charged $29 for a paid support plan that appears to have been enabled inadvertently during initial testing. I have now cancelled the paid Support Plan.

As this was a configuration misunderstanding during onboarding, I kindly request a billing credit for the charge below.

You are encountering an issue while creating a request to refund via Help + Support > Invoices > Request a refund, please note that this option is only available for specific scenarios, such as accidental subscription creation or very recent charges. If your situation doesn’t meet those criteria, the portal may disable the self-service refund option. In that case, you can follow these steps to manually create a support request:

    ·       Go to Azure portal

    • Search for Help + Support > click on Create a Support Request
    • On right-side panel, Enter Biling and click Go > select the issue with "Billing" > select your Subscription then click Next.
    • Now click on the Create support request on top of the panel. 사용자의 이미지
    • Select the Issue type as Billing and, select the summary, problem type and problem subtype as below > click on the Next 사용자의 이미지
    • Do not click on Refund request or any recommendation solution, instead click on the Return to support request then click Next 사용자의 이미지
    • Fill alle the required information and provide the clear description of you issue and click Next
    • Review and create as submit the support request
    • You should receive an automated email within a few minutes and then be contacted by support team.

    Hi Bharath, Thanks for the quick reply.

    I followed your instructions and tried Help + support. When I open the invoice and click Request a refund, I get a banner saying “This invoice is not eligible for quick refund.” The page then only shows a “Submit support request” button, which sends me back to the same place—so I’m stuck in an infinite loop (screenshot attached). azure1.pn2.png3.png

    Could you advise an alternative path to open a billing ticket that reaches a human agent? For example, which exact selections should I choose in the New support request wizard (Issue type: Billing → Problem type: Credits/Refunds or Billing charges → Plan: Basic)?

    If it’s possible, please escalate this thread to the Billing team or help create a case on my behalf. I can share the details below:
