Gets an object representing a BillingProfileResource along with the instance operations that can be performed on it but with no data. You can use CreateResourceIdentifier(String, String) to create a BillingProfileResource ResourceIdentifier from its components. MockingTo mock this method, please mock GetBillingProfileResource(ResourceIdentifier) instead.
